Strange but true loop hole

According to our Constitution Article II and the 12th Amendment if 1/3 of the electoral college does not cast their votes it then falls on the House of Representatives to elect the new President. What does this mean? Well if just 18 red states electoral college members vote just like Senator Obama "present" then the next President of the United States of America would be decided by a Congress that holds a Republican majority. Now keep in mind even red states have blue electoral delegates and this would require them to jump ship. It is a long shot at best but at least it is still a possibility.
